Melt butter over medium heat; add brown sugar and heat until sugar caramelizes. Mix water and cornstarch together thoroughly; add slowly to the sugar and butter mixture. Stir constantly. Beat egg yolks slightly. Add 2 tablespoons of hot mixture to egg yolks, stirring constantly. This keeps them from turning to scrambled eggs in your pan. Stir in vanilla and milk; cook until thickened. Keep stirring or it will stick on the bottom of the pan and you'll have dark bits in your filling. Remove from heat. Cool slightly and pour into a baked pie crust. To make meringue, beat eggs yolks until frothy; add cream of tartar. Continue to beat egg whites, adding 1 tablespoon of sugar at a time, until egg whites are stiff but not dry. Top cream-filled pie.
